Underscoring Israel's concerns, as Netanyahu touched down in Moscow the Israeli military announced that it had shot down a Syrian military drone that entered Israel's airspace, later confirming it also conducted a series of retaliatory airstrikes in the country.

"Our opinion is that Iran needs to leave Syria - that's not new to you", Netanyahu told Putin ahead of their closed door meeting on Wednesday, according to a read-out of his remarks.

Relations between Israel and Syria have been strained recently, with Tel Aviv pledging a "harsh response" to any Syrian military operations in the demilitarized zone of the Golan Heights.

Russian Federation is a key ally to Syrian President Bashar al-Assad's regime.

He said the incursion threatened "the safety and security of Israel's northern cities and towns" and added that Israel has "repeatedly warned the Security Council of the destabilizing activities taking place in Syria and the threats they pose to Israel and the Middle East". Israel worries that he could deploy troops or allow his Iranian and Hezbollah allies to set up emplacements near Israeli lines. "I stressed Israel's clear position: we are against any presence of Iran in Israel", he said.

"We are still looking into why it crossed - whether it was on a military mission and crossed on objective, or it strayed", he said, while adding that the latter scenario was "not common".

"Second, we will demand that Syria, and the Syrian military, strictly uphold the 1974 Separation of Forces Agreement*", he said at the start of the weekly cabinet meeting.

The meeting was part of the ongoing coordination between Israel and Russian Federation over their actions in Syria.

Russian Defense Minister Sergei Shoigu said in an interview with the Italian newspaper Il Giornale published on July 11 that Moscow hopes Israel and Iran will both display caution and avoid a showdown.

IDF spokesperson Jonathan Conricus said the F-16 was targeting "Iranian control systems in Syria" that sent a drone into Israeli airspace.

Netanyahu will be meeting Putin as a critical meeting of North Atlantic Treaty Organisation leaders is taking place in Brussels - with Trump expected to bash his allies for not paying enough for their defense - and before the Trump-Putin summit in Helsinki in five days. "Let's have a thorough talk about them", Putin told Netanyahu before the meeting.
