"The biggest hazard that we're anxious about is storm surge", Long said.

"This is a life-threatening situation", the National Weather Service in Wilmington, North Carolina, said Thursday morning.

The centre of Florence, a slow-moving Category 3 hurricane, is expected to draw close to the North Carolina coast on Friday afternoon - perhaps lingering just offshore - then drift southwest along the shoreline before turning inland on Saturday, according to the National Hurricane Center in Miami.

No storm watches or warnings are in effect for Georgia.

"We are uniquely positioned to establish a quick ad-hoc supply chain to support relief efforts", said Bettina Stix, an Amazon veteran credited with developing DRbA.

The East Coast is bracing for Hurricane Florence as it continues to strengthen.


Still, the potential for coastal flooding remains a concern, they said. All interests from SC into the mid-Atlantic region should complete preparations and follow any advice given by local officials.

In Virginia, where about 245,000 residents were ordered to evacuate low-lying areas, officials urged people to remain away from home despite forecast changes showing Florence's path largely missing the state.

"Now is the time to shelter from life-threatening wind", the agency added.

Florence's nighttime winds were down to 115 miles per hour (185 kph) from a high of 140 miles per hour (225 kph), and the Category 4 storm fell to a Category 3, with a further slow weakening expected as the storm nears the coast.

Up to 1.7 million people are under voluntary or mandatory evacuation orders, and coastal residents were frantically boarding up homes and businesses and hitting the road on Wednesday as the storm approached.

As of Tuesday, about 1.7 million people in North and SC and Virginia were under warnings to evacuate the coast, and hurricane watches and warnings extended across an area with about 5.4 million residents.


Maryland, though, could be spared the catastrophic flooding thought possible in recent days.

All 22 of the FBS and FCS games scheduled this weekend in South Carolina, Washington, D.C., Virginia and North Carolina were canceled or adjusted in some way due to the storm, according to CBS' Jerry Palm.

Helene was weakening, however, and posed no danger to land, the NHC said, while Isaac could bring heavy rain to Martinique, Dominica and Guadeloupe.
