Meanwhile, the Kremlin on Monday accused Israeli pilots of acting deliberately and said the downing of the Russian plane would harm relations between the two countries.

President Trump's top advisor on national security matters also reiterated his warning that any future chemical weapons attack attributed to the Syrian military - a basis already cited twice for recent United States airstrikes on Syria - would be met with a harsh response. He told Putin that supplying advanced weapons systems to "irresponsible players" would heighten dangers in the region.

Israel insists that interrupting weapons supplies to Hezbollah and constraining Iran's growing influence in Syria are vital strategic goals.

Israel has in the past six years carried out hundreds of attacks inside Syria, varying from firing rockets to air raids, which have increased in intensity and frequency since 2012 - when Iranian paramilitary fighters entered Syria following the start of the Syrian civil war.


The delivery of the missile system had been suspended in 2013 following an Israeli request, according to a statement by the Russian ministry of defence.

Delivery of the S-300 would change the overall situation on the battlefield in Syria although the IDF reportedly has the ability to destroy the system and has already announced it will continue its strikes against Iran in Syria.

Russian President Vladimir Putin told his Syrian counterpart Bashar al-Assad on Monday about his decision to strengthen Syria's air defence, including providing it with an S-300 surface-to-air missile system.

USA national security adviser John Bolton said the delivery would be a "significant escalation" in already high tensions in the region and Secretary of State Mike Pompeo said he would raise the matter this week with his Russian counterpart Sergey Lavrov at the U.N. General Assembly.

"According to information of our military experts, the reason [behind the downing] were premeditated actions by Israeli pilots which certainly can not but harm our relations", Kremlin spokesman Dmitry Peskov told journalists. A high-level Israeli military delegation visiting Moscow on Friday to present detailed information on the downing vowed to improve the hot line.


However, U.S. -Russian relations remain at their lowest point in decades, in part over differences in Syria, Ukraine and U.S. allegations Russia meddled in the 2016 U.S. election.

It also says US forces will not leave Syria until Iran leaves.

The Russian Il-20 military reconnaissance aircraft was downed by Syrian air defenses that mistook it for an Israeli aircraft, killing all 15 people on board.

Russia, which entered the course of the war to back the Syrian army in 2015, has two Russian-run bases in Syria, the first is an air base in Hmeimim in Latakia countryside and the other is a naval base in the Tartus city near Latakia.

The country's defence ministry said Israel had failed to give it adequate notice of the attack, putting the Russian aircraft in the path of Syrian air defence systems. Russian Federation has largely refrained from arming the Syrian air defence forces with S-300 due to protests from Israel, which would come under threat from the improved defences.
